Best time to visit rann of kutch when you can get everything at lowest cost of season is in month of January Right After Makar Sankranti 20th -26th January or First week of February. you can find everything at least cost since festival is about to end and more than 90% People visit before 15th January due to various holidays.
How to Travel
Ahmadabad is nodal point of Gujarat from where you can get all transportation facilities at ease if you are travelling from other parts of india, you can also check the skyscanner to save your holidays and some money to get best offers.
From Ahmadabad you can travel by volvo bus to Bhuj and from there White Desert is 80KM where you can reach by rented bike or Car also by Auto & Bus as per your convenience.
Rented bikes are way too costly in bhuj and very few suppliers are there who are using their monopoly to loot customers they charge 800 for 100cc Bike & 1500 for Bullet so better to hire a car if you are travelling as a couple or family to enjoy best since it gives you comfort, car rents start from 2500 Per day and can negotiate to 2000 Per Day by taking advantage of closing time of festival.
You can also go by other modes such as Auto who charges 2000 for one day trip and return from white desert, if you go by bus then it will be lest expensive mode but you need vehicle for local conveyance such as to go to white desert from hotel/ resort and see other places located nearby and no hotel or resort will arrange bikes or cars for you.
Where to Stay
Please Keep in Mind you will not see Star Facilities in Rann of Kutch since its seasonal tourist place and only huts (Bhunga) or Tents will be available there, most expensive and best accommodation provided by Rann Utsav Tent City since they are the guys who have created this festival but they charge Rs 5000-7000 Per Person Per day (so tent costs 10000-14000 per day) which includes all food, local sightseeing and enjoying amenities of tent cities, and they are available at lowest fares in above duration so you can save some money if you wish to stay in tent city.
Also you have many local resort, home stays and tent hotels which will charge you around 3000 to 5000 per day for a tent or hut which includes all food, folk art at night etc but local sightseeing not arranged by these hotels so if you have own vehicle then prefer to stay out side tent city to save some money in your trip.
Nearest Location to White Desert is Gorewali and Dhordo so do see exact location while booking hotel.

White Desert for amazing and memorable photos, videos with infinite white plane background, get some ideas from Instagram and google before clicking photos to create awesome memories, one must visit in early hours upto 10 AM and Evening Hours from 4:30 PM till 6:30 PM to capture best photos, entry for adult person to see white desert is Rs 100 Per Person so keep dont forget to wasool your each penny by clicking more photos.
2. Kala Dungar (Balck Hills) here you can see Pakistan Border, Last Bridge of India, Ocean, Desert and Hills...all from one point and there are no charges to see this place, do take pagadi's for 10Rs from locals at hill to have some vibrant photos.
3. Zero Gravity Point or Magnetic Hill this is place you will be amazed to see and must recommended to see, this is on the way of Blakc Hills, just switch off engine of your vehicle at place where board is displayed and wait for magic to happen ..Yes your Vehicle will automatically move..
4. Local Handicrafts at Villages- there are various villages where locals make handicrafts which you can see and buy, also there are shops near white desert from where you can buy some stuff for memories, if you are tight on budget just by some purse, shawls and foot wears all together will be under 2000.
